Landowners In A Drainage District On The NW Side Of The City Of Spirit Lake Could Be In For Sticker Shock

October 14, 2021 Steve Schwaller

(Spirit Lake)– Land owners in a drainage district on the northwest side of the city of Spirit Lake are likely in for some sticker shock. The Dickinson County Board of Supervisors Tuesday reviewed preliminary assessments for work recently completed in Drainage District 48, in the area of Kabele’s Trading Post.

Rick Hopper, an engineer that oversaw the project for the county, presented the preliminary figures contained in a pre-classifcation report. He reported the 146 acre project came in at a final cost of about $450,000. Based on information Hopper presented, the city of Spirit Lake’s share of the cost for land it owns in the affected area would be roughly $155,000 with another $6,300 for streets. At least one residential owner would be responsible for $3,500 while a business in that area would pay $23,000. The Dickinson County Roads Department would be responsible for $62,000 of the cost.

Hopper says it could be a bit yet before the assessments are finalized…

“We’ll be getting you final pay estimates shortly. We’ll be filing the DD48 report probably within a month. I just need to meet with the commissioners to see if they’re okay with how we’ve done it. And then at that point everybody will be notified for the hearings, including the city, and we’ll see what arguments they have.”

Hopper added it’s likely some of the assessments will be contested, due to the high amounts.

The Supervisors Tuesday approved two change orders on the project totaling a little more than $83,300.
