(Spirit Lake)– The Dickinson county board of supervisors Tuesday adopted a resolution allowing the county to participate another year in the state’s Master Matrix System for construction permits and applications for large livestock confinement operations.
David Kolhaase, the county’s Planning and Zoning Administrator, says even though it still stops short of giving the county full control over where such operations can be located, that it atleast allows them to give some input to the Iowa Department of Natural Resources.
The matrix allows the county to make a recommendation to the D-N-R on site location, and allows the county to appeal D-N-R decisions to the Environmental Protection Council. It also allows the county to have a representative at a proposed confinement site when state officials are making an evaluation.
