(Emmetsburg)– Palo Alto county authorities are trying to figure out who drove a tractor through wet cement in the 5500 block of 300th Street west of Fenton on county road B-19.
Authorities say the incident may have been accidental.
It took place sometime between 2:00 and 4:00 p.m. Tuesday.
