Supervisors Approve Zoning Administrator’s Re-zoning Request

November 23, 2014

(Spirit Lake)– The Dickinson County Board of Supervisors voted unanimously this (Tues.) afternoon to approve a Planning and Zoning Commission recommendation to rezone a parcel of land owned by Beach’s Resort on the north side of West Lake Okoboji.

The land in question is currently zoned agricultural. David Kolhaase, Dickinson county’s Zoning Administrator and a co-owner of the resort, said the land is being used currently for excess parking and as a grazing area for a horse. Both are allowable under the classification. But Kolhaase and Assistant County Attorney John Bjornstad said the land better fits the classification of a Resort Enterprise District. Kolhaase said while the current classification is adequate for now, it would limit any plans the resort may have in the future to add new amenities.

But Steve Rose, a neighboring landowner, was skeptical of the change…fearing it would allow the resort to put up a large number of new living units. Kolhaase contered that concern saying the size of the property and requirements for green space and parking would severely limit the number of any new units.
