(Spirit Lake)– A major restructuring of the Dickinson County Trails Association appears back on track now that a revised 28E agreement has been drawn up.
The new arrangement would result in the association hiring a Director who oversee the trails system. Each city and the county would be asked to contribute a certain amount of money on an annual basis to cover the Director’s salary. 50 percent of the funding formula is to be based on population; the other 50 percent on assessed property values.
Another result of the restructuring would have the association falling under the auspices of the Dickinson County Board of Supervisors instead of the County Conservation Board.
Several cities, including Spirit Lake and Milford, expressed concern over an earlier 28E agreement that did not contain provisions for escape clauses or allow each city to have a representative on the board…among other concerns. Yvonne Taylor, Trails Association President, presented the Spirit Lake city council Tuesday evening with a newly revised 28E that addresses the various concerns. Upon reviewing the document, the council voted unanimously to accept it.
The city’s contribution will be somewhere in the neighborhood of six-thousand dollars.
