Ongoing Delays With Water Plant Project Raising Ire Of City Leaders In Terril

June 09, 2026

(Terril)– There’s growing frustration among city leaders in Terril over ongoing delays in construction on upgrades at the city’s water treatment facility.

A representative of an engineering firm overseeing the project informed the city council Monday evening there’s been a breakdown in communication with the general contractor, and that little in the way of construction has been done recently.

The project was scheduled for completion seven months ago. One city council member said it’s resulting in some real issues and concerns for the city of Terril…

“Since April 6th we’ve had 21 emergency call-outs and I have called the system that we have for the emergencies and they are working on a, they’re going to pull the information for a year and-a-half, as this is going to be proof of how urgent this is to us.”

In addition, city officials say two back-up generators at the plant failed during a recent power outage.

The council Monday evening voted to defer the matter to the city attorney for review. The council then voted 4-1 to approve a $19,000 payment to the contractor, saying they had no choice as they needed to meet loan and grant requirements.
