Milford City Council & Parks Board Vote To Seek Easement For An Already Existing Park

May 05, 2026

(Milford)– Meeting in a joint session Monday evening, the Milford City Council and Parks Board both voted unanimously to direct city staff to work on obtaining an easement for Culkins Park. The park is located on the southeast side of Milford, a couple of blocks east of Highway 71, immediately east of the Brew gas station. The city up until now has been maintaining the park, even though it doesn’t own it. City Attorney Dave Stein says it originally was dedicated to neighboring plat owners…

Mayor Bob Clark told the crowd he’s been in contact with owners of the Brew gas station who have indicated a willingness to negotiate an easement that would allow city crews and residents access to the park without trespassing. In addition to the easement, Stein said they will also need quit claim deeds from the property owners to whom the park was originally deeded to.

The motion that was approved Monday evening also included a deadline of January 1st, 2027, in which to get all that done. It came at the suggestion of a member of the Parks Board…

It was added they have every possible intention to get that done well in advance of the deadline, but wanted to ensure they had enough time given the complexity of the issue.

Council member Kyle Mohni says he’s seen a number of adults and kids using the park…

Several neighboring property owners who were at Monday evening’s meeting were in support of the city seeking the easement, so long as they aren’t asked to reimburse the city for legal and surveying fees.
