Estherville City Council Reviews Preliminary Plans For Proposed Upgrade Of Wastewater Treatment Facility

November 17, 2021 Steve Schwaller

(Estherville)– Some upgrades are in the works for Estherville’s wastewater treatment facility. The City Council Monday reviewed some preliminary plans for the proposed project. City Administrator Penny Clayton says one of the primary goals behind the project is to meet new limits for the amount of phosphorous the plant can release once the water is treated…

“We have an average concentration of three milligrams per liter. They want us to be at one milligram per liter or less. The total cost for doing this, for just the phosphorous removal improvements, you’re looking at about $300,000. But when you combine that with the residual management improvements, and this would be the things that we need to do that’s going to create more sludge and create more work at the plant, is another $1.7 million. So you’re looking at about a two million dollar project for the things you absolutely, really have to do.”

Clayton says the project would likely be financed through sewer revenue bonds. She adds a review of the city’s sewer rate structure is currently underway.

The council took no action on the preliminary plans Monday evening as they are still out for public comment and review.
