Another Area City Is Looking At Beefing Up E-Bike, Scooter Ordinances

June 04, 2026

(Estherville)– Another area community is looking into beefing up ordinances on bikes and scooters, especially those that are equipped with electric motors. Estherville City Administrator Penny Clayton told the city council earlier this week she’s currently reviewing information from other communities…

“And that has been an ongoing topic of conversation. I actually pulled off two sample ordinances that communities have adopted, actually they adopted them last fall. I’m reviewing those, how we could implement them. I don’t have the research on what the state adopted yet.”

Police Chief Brent Shatto added city code is especially lacking when it comes to regulating scooters.

Clayton added prohibitions are already in place for one area of town in particular…

“We right now have a prohibition against having bicycles in the downtown, and we did add scooters to that list.”

There have been increasing concerns over the speeds and manner of operations of e-bikes and e-scooters, in particular, in a number of area communities.
