Estherville City Council Awards Bid On Street Projects, Re-Visits Rezoning For Apartment Building Project

(Estherville)– The Estherville City Council Monday evening awarded a bid on several street projects to be done in the upcoming spring and summer months. City Administrator Penny Clayton says most of the work will be done in the area of Demoney Elementary School…E’Ville Council 030101 

“3rd Avenue South from 10th Street to 15th Street; South 13th Street from 3rd Avenue to 6th Avenue; South 14th Street from 3rd Avenue South to 7th Avenue South; and South 15th Street from 3rd Avenue South to 7th Avenue South. It also includes the one block sections of 6th Avenue South and 5th Avenue South in that same general vicinity.”

Plans would also include a realignment 3rd Avenue South to eliminate a jog along with repaving from the east side of the North 4th Street Bridge. Clayton says the projects are slated for completion by August 20th, 2021. The council approved plans and specifications and awarded a bid on the projects to Blacktop Services of Humboldt, the low bidder at $266,102, which was below the engineer’s estimate.

In other business, the council re-visited the rezoning of land in the area of the former middle school football field for a new apartment complex to be built in that area. Clayton says a technicality is what brought the matter back to the council which had initially acted on it last month…E’Ville Council030102 

“During the time of the waving of the second and third readings one of our council members had an internet connection, connectivity issue and was actually not present for that vote, and it requires six out of seven when you’re going to wave the second and third readings you have to have six of the seven people in attendance and with one absent and one having internet trouble we did not meet the requirement.”

The council Monday evening voted unanimously to approve the 2nd reading and waved the 3rd, and adopted the final approval needed for the measure.

The Estherville City Council also adopted a resolution increasing solid waste fees from $6.50 a month to $7.50 a month to reflect an increase in costs from the manufacturer of the city’s garbage bags.
