Estherville City Council Approves Engineering Agreement For River Recreation Enhancement Project

(Estherville)– The Estherville City Council Monday evening approved an engineering agreement for the River Recreation Enhancement Project. City Administrator Penny Clayton says they’re at a point to where they need to proceed with more detailed plans in order to keep things on schedule…

“And so we have 30 percent plans right now. We need to be able to get through the D.O.T bid letting process with 100 percent plans, permit writing, some geo tech services, there’s just a number of things. And this would be for the portion of the work that includes the dam mitigation, the ADA accessible fishing pier, the new boat ramp at School Creek and parking there, and some additional parking near the ADA fishing platform that we intend to put in.”

Clayton went on to explain the scope of services the firm will provide under the agreement for a little more than $202,000…

“So we have project management, site analysis, D.O.T-required documentation, the preliminary plans, the checked plans, the final plans, the permitting requirements and then bidding support and contract administration. And so this will get us to that next stage. If you recall, we have the funding lined up for this project from a myriad of grants that we have designated to this portion of the project.”

Clayton adds it’s important the city get the engineering done now in order to meet deadlines spelled out in grant agreements…

“The one grant in particular, the Federal Recreational Trails Grant, needs to be under development relatively soon to still be eligible for those services. That was one of the very first grants that we received, so we’re nearing a timeline.”

Clayton says they’ve received the needed grants to fully fund this phase of the River Recreation Enhancement Project.
