Spencer City Manager Warns Of Possible Future Budget Cuts/Staffing Adjustments

March 07, 2025 Steve Schwaller

(Spencer)– Spencer City Manager Kevin Robinson is sounding an alarm. Robinson gave an update on the city’s current budgeting process at this week’s city council meeting. He says while property tax reforms that were passed in the Iowa Legislature won’t impact the current budget process, they WILL have impacts in the next cycle. In a statement to the council, Robinson says at that point Spencer and other cities will have to make some difficult decisions when it comes to services and staffing…

“City governments all around the state of Iowa are adjusting to the property tax reform efforts from the state legislature. Many cities are downsizing staff, cutting community projects back and seeking ways to increase revenues. The city of Spencer immediately after this budget season needs to begin to plan for the next budget and develop a three year plan to accommodate cost of living, wage increases, step increases, as well as probable health insurance premium increases. The current staff size is more than likely not sustainable without significant adjustments to how services are currently delivered to the citizens of Spencer.”

Robinson added any action to implement DOGE, or Department of Government Efficiency operations on the state and local levels, would also have an impact.
