Dickinson Co. Bd. Of Adjustment Denies Conditional Use Permit For RV Park East Of Arnolds Park

July 19, 2022 Steve Schwaller

(Spirit Lake)– The Dickinson County Board of Adjustment Monday evening voted to deny a conditional use permit for an 88 unit RV park being proposed in the Moore Lake/Kelly’s Beach/Twin Hills area east of Arnolds Park. Four of the five board members voted to deny the permit while another abstained.

The vote followed a public hearing that was continued from a meeting several weeks ago. Among those speaking Monday evening was the President of the Twin Hills/Kelly’s Beach/Moore Lake Homeowners Association. She said it’s the wrong location for such a development…

“At this time almost all of the residences there are single family homes. I’ll go back to my question. What do the previously mentioned RV/campgrounds have in common? They were Cedar Ridge, Field Stone, the proposed park at Woodlyn Hills and Elinor Bedell State Park. None of them are in a residential back yard area. None of them.”

Others expressed concern over potential environmental impacts, property values, population density, parking and traffic. Project developer Travis Hulstein said he was confident they had the necessary plans to address the issues…

“We understand what it means to preserve and protect the meaningful experience at Okoboji, which many of you, including myself, enjoy. Our goal is to offer this same experience to a new client base. We will do everything in our power to protect the moral values of the adjacent properties, to offer more opportunities to the local community and businesses, and to make this RV park one you are all proud of.”

There was no immediate word of any plans to appeal the board’s denial.
