Yet Another Area City Is Reviewing E-Bike, Scooter Ordinances

July 23, 2026

(Spencer)– Add Spencer to the list of area cities looking into possible ordinances regulating E-bikes and scooters.

City Manager Kevin Robinson told the city council earlier this week they’re looking to model something similar to what’s been passed in other areas…

“We wanted to let a couple of cities go before us so we could kind of pick and choose the best of what we think is in those ordinances, but the public has clearly spoken. Our Parks Department is having difficulty in the park system, trails system, as well as Grand Avenue especially with the bikes zipping by the Hy-Vee intersection by State Bank there is really dangerous, so we want to get that addressed. We didn’t want to rush into that, we wanted to get you a good ordinance to look at and review so we’ll be doing that in the next two months.”

Robinson says even mobility scooters could be included.

He says they’re closely following what’s going on in Storm Lake, where a proposed ordinance is being finalized for consideration.
