Frantic 911 Call Turns Out To Be False; Results In Two Arrests

(Spencer)—What authorities say was a frantic call Tuesday to the Clay county communications center led to the arrests of a Sioux Rapids man and Webb woman.

Authorities say the communications center received a 911 call around 5:20 p.m. from 34-year-old Amy Foster of Webb stating she was east of Webb on county road B63 and was forced to stop by another car. Foster reported the car and its occupants were preventing her from leaving. Foster yelled and screamed into the phone for assistance.

Officers responding to the call were unable to locate Foster, her vehicle or the suspect vehicle. A search of the area and inquiries with local residents led officers to the residence of 35-year-old Billy Bloyer in Sioux Rapids. Authorities found Foster there. She recanted her statements about the events leading to the initial call. Foster was then arrested and charged with filing a false report…a simple misdemeanor.

During the investigation it was determined Bloyer had two outstanding warrants for failure to appear stemming from original charges of eluding and operating while intoxicated. Bloyer was also taken into custody.

Both were transported to the Clay county jail where Foster was released after posting a 300-dollar bond. Bloyer was held.

The Clay County Sheriff’s Office was assisted by the Iowa State Patrol, Buena Vista County Sheriff’s Office and the Pocahontas County Sheriff’s Office.
