(Estherville)– An updated ordinance regulating all terrain, utility and off road vehicles is going on the books in Estherville. The city council approved the revisions Monday. City Administrator Penny Clayton says the changes were needed to be in compliance with state law…
“We updated definitions for ATV’s, UTV’s, and ORV’s because now the code is just ATV’s and ORV’s. It removed a restriction for riding on state highways which was previously not allowed. It requires a legal driving age, mandatory equipment be it headlights, tail lights, mirrors, horn, seatbelts and that any registration requisites mirror the state code.”
She says there are some other regulations in the ordinance as well…
“If they have seatbelts, they must be worn. They have to follow traffic code and they shouldn’t operate in a reckless or careless manner, it should only have the number of people that are designed for in the vehicle.”
It also spells out the hours of operation for the vehicles, with an exclusion that they can be operated outside of those hours if they’re being used for snow removal. Operators must also be at least 18 and have a valid driver’s license.
