Dickinson County Supervisor Calls For “Contingency Plan” At Lower Gar Outlet

(Spirit Lake)– With the flood of nearly a year ago still fresh on everyone’s minds, there’s some anxiety among some with the two to nearly four inches of rain that’s fallen across most of the region over the past couple of days. Some of that was apparent at today’s (Tues.) Dickinson County Board of Supervisors meeting stemming from ongoing delays and requests for additional details, mostly by FEMA, for the bridge project at the Lower Gar Outlet. Supervisor Steve Clark said provided the required permits were granted for the bridge, he would like the county to put a “contingency plan” in place in an effort to prevent a repeat from a year ago…

“I think it’s something we should discuss. You know we’ve had a couple of inches of rain the last few days. Last year we got into a situation where everything across southern Minnesota and northwest Iowa was saturated and then we got big rains. If everything was approved and we were just waiting, I think it would be good to have a contingency plan where we could close the road and at least remove part of the debris that would be opened up with a bridge anyway.”

Clark went on to clarify his comments that referenced “debris”…

“The road as well as the small eliptical tubes. Anything that would help open that back up and start getting rid of the water faster. If everything’s approved, we’re going to do it anyway. So what would it hurt to do it if an emergency situation arose?”

County Engineer Jeff Rose said he’d be willing to make the necessary contacts in researching such a plan. Supervisor Chairman Bill Leupold said he wants assurance there wouldn’t be any potential legal ramifications with such a plan.
