(Spirit Lake)– The Dickinson County Board of Supervisors Tuesday approved joint articles of agreement to be included in a 28E agreement resurrecting the Landfill Commission. It allows any member entity to drop out if they don’t want to get involved in a certain project that would entail long term debt.
In the process of approving the agreement, they directed assistant County Attorney Jon Bjornstad to see if there are any regulatory powers that could be included. But supervisor David Gottsche said the commission is being revived not to serve as a regulatory agency, but to oversee the expenditure of tipping fees. He said regulatory issues are up to the D-N-R.
Paul Johnson, a fourth district supervisor candidate, was a founding member of the commission in the 1970’s. He differed with Gottsche’s assessment, saying the intent at the time was to give the commission some regulatory power in controlling the volume and type of waste going into the local landfill.
The agreement must be approved by other member entities before it becomes final.
