Spencer Council Holds Hearing On Low Income Housing

(Spencer)– The Spencer city council Monday held a public hearing on a 253-thousand dollar grant application to rehabilitate housing units in Spencer for low-income residents.

Carol Keizer of the Northwest Iowa Housing Authority says the grant would allow for the rehabilitation of 10 owner-occupied homes for low or moderate income persons. Keizer says a portion of the city has been identified as a targeted area. It’s bounded on the east by 10th Avenue East; on the south by East Park Street; on the west by First Avenue East and the north by East 11th Street.

Keizer says none of the units would be permanently relocated.

Keizer says this is the fourth time the city of Spencer has applied for the grants. Keizer says they should find out in March whether they’ve been awarded the grant. Once that’s been done she says they’ll contact those eligible for the program in the targeted area, sending them an application and information about the program. Keizer says they’ll then sort through the applications and rank them from the most needy up.

The grant requires a 60 percent match from the city. 20-thousand will come from the Housing Fund, 20-thousand from the Capital Improvement Reserve and 20-thousand from local banks.
