(Spirit Lake)– The city of Spirit Lake isn’t opposed to Orleans’ voluntary annexation of the Pioneer Beach area on the northeast side of East Lake Okoboji, but it does have some concerns.
The City Development Board will hold a hearing on the matter March 31st.
The Spirit Lake city council Tuesday identified several concerns they want the board to address prior to taking official action. Public Works Director Todd Dolphin says they deal with water and road maintenance. Spirit Lake provides water to the affected area through a contractual agreement that expires in 2007. Orleans officials have indicated they may not renew that contract and go with Clay Regional Water instead. The city of Spirit Lake says CRW would be infringing on it’s service territory.
Dolphin says a decision will also have to be made over who would be responsible when it comes time to rebuild a road that goes through that area. Spirit Lake currently maintains that road in a maintenance agreement.
The city council Tuesday directed Dolphin to send a letter to the state outlining the concerns. The city will also have some representatives on hand at the March 31st City Development Board hearing.
In other business, the Spirit Lake city council voted to hold a citywide clean-up again this year, beginning May 9th. The rules will be the same as in the past. Appliances, electronic items and similar devices will still have to be tagged; hazardous items will not be picked up, including tires.
The council also decided on a welcome sign to be erected on the city’s west side in the area of the industrial park (see above photo); approved an engineering agreement for the Country Acres Estate Development for 129,400-dollars; and they tabled action on an amended agreement for engineering services for the Hill Avenue South project. Howard R. Greene, the engineer on the project, is requesting additional money because the project has gone well beyond its scheduled completion date.
