State Mandates Spirit Lake Increase Water Treatment Plant Capacity

(Spirit Lake)– Yet another major upgrade appears in store for Spirit Lake’s water treatment plant.

The city council Tuesday awarded a bid of 1.896 million dollars from CBI of Des Moines for the construction of a new 1.5 million gallon water tower in the area of Hill Avenue and 34th Street. The bid includes the cost of demolishing the existing tower near the high school.

The city is applying for funding for the project through the Iowa DNR’s “SRF” program. Mark Hardy of Howard R. Green, an engineer overseeing the project, said the state is now requiring the city to sign a consent order to be eligible for funding. That order requires the city to increase the capacity of its treatment plant in order to ensure it has the ability to fill the new tower and keep it at a stable level. The order requires the city to have plans in place for the treatment plant project by June 30th, 2007 with construction complete by December, 2008. The cost of the project is estimated at 10.4 million dollars. Hardy says he’ll be meeting soon with the city’s Utility Committee to further discuss the proposed project and funding possibilities.

The latest expansion at the plant, just completed last summer, only addressed quality issues.

Hardy says with the new project, the plant would be able to keep up with growth until about 2025.
