Milford Councils Holds Second Consideration Of Keyholing Ordinance

November 23, 2014

(Milford)– The Milford City Council Monday unanimously approved the second reading of an ordinance that would prohibit keyholing in zoning. A third reading and possible adoption is scheduled for next month.

The ordinance is the result of controversy over plans for a marina a developer wants to build on the south side of Lower Gar Lake. But City Administrator Brian Reed said again Monday that operation would probably be grandfathered in under the new ordinance. An opponent of the proposed marina, Don Van Ohrt, distributed copies of information to the council, but Van Ohrt declined to elaborate on its nature. He urged the council to review it before taking any further action on the marina proposal.

In other business, the council reviewed the first set of infrastructure standards to be required of developers. This set pertains to water mains, sanitary sewers and storm sewers. Milford Municipal Utilities and the street department will review the proposal before it’s adopted. A similar proposal is being put together for streets.

The council also directed city staff to draft an ordinance prohibiting parking on Okoboji Avenue (Highway 71) from 8th to 14th streets and one block either side of Okoboji Avenue on 9th and 11th streets between 2:00 a.m. and 5:00 a.m.

And City Administrator Brian Reed reported atleast half of the newly installed decorative street lights in the downtown area have cracks in their poles. The manufacturer has been made aware of the problem, and Reed says they’re going to try to get the company to replace them. The city spent about 76-thousand dollars on the lighting portion of the project.
