October 02, 2026

(Algona)– An investigation in to a fatal collision in April of this year in Kossuth county has led to charges against a Milford man.

A criminal complaint filed by the Iowa State Patrol charges 40-year-old Teddy Kutsch with homicide by vehicle…reckless driving… a class “C” felony, and serious injury by vehicle…a class “D” felony. Citations were issued for failure to obey a stop sign and failure to use seatbelts. Kutsch has pleaded not guilty.

Court documents allege Kutsch was driving a semi southbound and failed to stop at an intersection and collided with the driver’s side of a vehicle driven by 47-year-old Carolee Wise of Emmetsburg, who died in the collision. A passenger in Wise’s vehicle was seriously injured.

The documents also allege Kutsch had opened a social media app on a cell phone at 10:26 and that seconds later authorities received a 911 reporting the collision.

A trial date hasn’t been set.
