(Estherville)– Following a public hearing that drew no comments, the Estherville city council Monday approved the voluntary annexation of an area just west of the existing city limits, site of the proposed Country Club Estates Subdivision. The annexation is still pending approval of the state’s City Development Board.
On a related note, the council approved a development agreement for the subdivision. Among other things, City Administrator Steve Woodley says it spells out how the extension of sanitary sewer to the area would be financed…the cost of which has been estimated at 230-thousand dollars. Woodley had originally proposed a three thousand dollar connection fee per customer, which drew concern from the developer. Instead, Woodley says they’ve now reached a compromise taking 50 percent of the actual cost of construction and engineering fees divided by 48 lots to reach a per-lot assessment charge.
In other business, the council unanimously adopted an ordinance establishing service fees for the Fire Department; decided to continue the city’s contract with the Humane Society of Northwest Iowa even though the rates will be going up; and they adopted an ordinance regulating the sale of food, merchandise, beverages and outdoor entertainment for RAGBRAI.
