Clay Co. Supers Can’t Decide Whether To Appeal Hog Lot

November 22, 2014

(Spencer)– The Clay county board of supervisors has less than a week to decide if they want to appeal a four-thousand-head hog lot to the Environmental Protection Commission.

Steve Gustin of Dickens submitted a master matrix proposal to the county in mid-August. The operation is to be built on four acres of land three miles southeast of Dickens.

At a public hearing in August, about 10 residents expressed opposition to the plan. Despite that, the measure passed the state’s master matrix by 40 votes.

In late September the DNR sent a letter to the supervisors reminding them they could contest the draft permit before the Iowa Environmental Commission. They have until October 17th to file that appeal.

The supervisors Tuesday held a conference call with Dr. Sara Smith, the state’s Water Quality Bureau Chief.

After a brief discussion, they decided to wait a few days before making a decision about asking for an appeal hearing. They plan on making a decision at a special meeting Monday.
