Spirit Lake City Council Approves Urban Renewal Agreement With County For LRH Project

October 28, 2026

(Spirit Lake)– The Spirit Lake City Council Tuesday evening signed off on a joint agreement with Dickinson county allowing for the establishment of an urban renewal area to assist Lakes Regional Healthcare with its Emergency Department project. City Attorney-Administrator Gregg Owens says the urban renewal area will encompass the hospital’s campus…

“But for the county to establish that so that it can support the hospital’s financing, the city basically has to give permission. This is how it does it. It’s no cost to us, has no impact on our urban renewal areas or planning, has no impact on future TIF draws. It’s a non-taxable entity any way.”

The council also Tuesday evening set public hearing dates for a renewal of a franchise agreement with Black Hills Energy and for a re-zoning request on 15th Street in the area of the former Oak Tree Barbecue location.
