City Of Spencer Applying For CAT Grant For Splash Pad Project

October 23, 2025

(Spencer)– The city of Spencer is moving ahead with plans to apply for funding through the Iowa Economic Development Authority’s Community Attraction and Tourism, or CAT Grant program to construct a splash pad. City Manager Kevin Robinson says the city has already set aside it’s share that is required in order to be eligible to apply…

“The eligibility is up to half a million dollars on the grant. The pledge that the council has made was $700,000. So if you recall, wind it back, between local option sales tax and hotel-motel tax, the city committed $700,000 to the $1.2 million project with the expectation the community could raise $500,000. And so that ratio of $700,000 to $500,000 puts us already eligible to go ahead and apply for this.”

The Spencer City Council Monday approved a proposal for Northwest Iowa Planning and Development to complete and submit the application at a cost of $2,500.
