Clay County Sex Offender Arrested

(Spencer)– A Clay county sex offender has been arrested for failing to comply with Iowa’s sex offender registry.

25-year-old Allen Frank Mills was arrested Thursday on a Clay county warrant charging him with failure to comply with the registry–second offense.

Mills was forced to move earlier this year from a home on 240th Street in Spencer because he was in violation of Iowa’s two-thousand foot rule. Mills told authorities he had moved to a home at 315 Second Street in Dickens…but a check of the home this week revealed Mills wasn’t living there.

The charge against Mills is a class “D” felony which carries a maximum sentence of five years in prison.

Mills was booked into the Clay county jail on bond of 9,700-dollars.
