Bumgarner says Spencer Hospital is offering to pay the church the appraised value of the property, $190,000, and also refund the church for expenses associated with building removal and site preparation. Bumgarner says the current zoning has a special exception use for religious assembly only. The modification would change that to allow the property to be used for parking.
