(Spirit Lake)– With one member absent, a motion at Tuesday evening’s meeting of the Spirit Lake Planning and Zoning Commission to recommend the city council rezone some land just west of the Indian Hills Golf Course wound up in a 2-2 tie vote. Presumably that would mean the City Council will receive the matter at their meeting next week with no formal recommendation from the commission, however we’re awaiting some clarification on that.
The request is to rezone the land from R-2 Residential to R-3 to allow for what’s known as a “horizontal property regime” commonly associated with condominium type developments. The R-3 designation does not trigger subdivision regulations, which requires additional hearings and considerations prior to formal approval. Instead, City Attorney/Administrator Gregg Owens told a crowd at Tuesday evening’s public hearing the same design requirements will still be required but will be spelled out in a developer agreement.
An engineer representing the developer of the Cyprus Ridge Development said the first of the three phase project consists of the construction of 47 single family slab-on-grade patio homes, with similar style homes planned for the other phases as well.
Some neighboring residents of the Weather End and Monarch Cove subdivisions on the northeast side of West Lake Okoboji expressed concern at Tuesday evening’s hearing over drainage and increased traffic on 215th Avenue.
The Dickinson County Board of Supervisors addressed the proposed development at their meeting earlier in the day on Tuesday, saying they want to be kept in the loop.
