Major Projects On Highways 4 & 9 Through Estherville About To Get Underway

May 16, 2023 Steve Schwaller

(Estherville)– The Estherville City Council Monday evening heard updates on some projects in coming weeks that will impact two major thoroughfares through the city.

Dakun Schultz of the Iowa Department of Transportation’s District Office in Sioux City told city officials crews have started milling Highway 4 for a re-surfacing project. He says that will progress its way into the city over the next day or so. Schultz says a new overlay will follow. He says the work on Highway 4 from Highway 9 to 5th Avenue North and from the railroad overpass south to near the cemetery will be much more extensive, consisting of a re-construction of the roadway. Schultz says a detour from Highway 9 to 5th Avenue North is scheduled to go in effect the day after Memorial Day and will remain in place until late August. The detour for the section of Highway 4 from the railroad overpass to the cemetery is scheduled to start June 12th, with the road reopening September 1st.

Another major reconstruction project will involve a stretch of Highway 9 on the west side of the city. Schultz says that work is scheduled to begin the day after Memorial Day with a detour for that project going into place July 18th. Schultz adds access will be maintained to businesses and residences in the impacted areas.

He says Cedar Valley Construction is the general contractor on all of the projects, the same company working on Highway 71 through the lakes corridor…

“So they are moving that crew. That crew has to be wrapped up by the end of the day on the 25th of this month, and then they want to migrate that crew over here and work Memorial Day to Labor Day and then after Labor Day they want the crew back over at the lakes because they start the day after Labor Day they can start working back on that. They’ve got a defined timeframe that they can work in the lakes area, so. They want to make sure that they’ve got their schedule set up to do the work there, here, and then there again, so.”

Schultz says a special website has been developed to provide updates on the Estherville project. It’s available through the city’s website. City Administrator Penny Clayton says residents impacted will also be receiving special notifications.
