(Spencer)– The Spencer City Council Monday evening tabled action on a bid to replace some culverts on the south side of Highway 18, at Woodland Avenue, on the city’s southeast side. The action came after the lowest bid came in 12 percent over the engineer’s estimate. The project would replace a corrugated metal pipe with a concrete box culvert. It includes an alternate to put in some new pavement at a nearby intersection.
