(Spencer)– Some safety improvements are about to be made along a stretch of Highway 71 in the area of the South T in Spencer, between about Wal-Mart and Menards. The city requested the Iowa Department of Transportation conduct a study of that area, which has a history of a high volume of traffic accidents.
