(Arnolds Park)– A technicality has arisen in a 28E agreement between Dickinson county and the cities to help fund water quality improvements.
Harold White, city attorney for Arnolds Park, wants to see some language added to it. In a memo to city council members, White said he’s concerned the agreement could commit the city to long term debt…even if the city council should vote at some time to get out of the agreement. In the note, White says he would like to see language included that puts a specific time limit on commitments. The council last night directed White to contact Dick Ramsey of Citizens Concerned for Water Quality to see about re-drafting the agreement or creating an addendum. They hope such a change can be made without having to take the agreement back to every city council again.
The Arnolds Park City Council approved the 28E a month or so ago on the condition of it getting a favorable review from the city attorney. White recently issued his recommendation.
