(Spencer)– A low speed pursuit Tuesday in Spencer has landed a man in jail on felony charges.
26-year-old Justin Douglas Rutter is charged with assault on an officer with intent to commit serious injury, and interference with official acts…both class D felonies.
Rutter was also cited for reckless driving and failure to yield to an emergency vehicle.
Spencer police say they were called around 1:30 p.m. to a home in the 100 block of West Ninth Street for a welfare check on Rutter. When they tried to contact Rutter, he got into a vehicle and drove away. He refused to stop and a low speed chase began. Police deployed stop-sticks twice in an unsuccessful attempt to stop him. Eventually Rutter was pulled over after his right side tires were deflated.
According to police, the assault on an officer with intent to commit serious injury charge stems from Rutter swerving at an officer with his car.
He was taken into custody without incident and booked into the Clay county jail.
