Spencer Council Schedules Hearing On Street Vacation For Hy-Vee

November 22, 2014

(Spencer)– The city of Spencer is a step closer to selling public right-of-way to Hy-Vee to pave the way for a new 50-thousand square foot supermarket and gas station in north Spencer.

The Spencer city council Monday unanimously approved a resolution setting a public hearing to vacate and sell a city street and alley to Hy-Vee to make room for their proposed expansion in north Spencer. The hearing was set for 6:30 p.m. June 6th. The street and alley in question is the 800 block of First Avenue West, and the east-west alley between First Avenue and Second Avenue West. The purchase price would be 24,600-dollars.

The council has yet to decide on Hy-Vee’s request for Tax Increment Financing. They decided to refer that matter back to the city’s Progress and Development Committee, which will meet with Hy-Vee officials at 6:00 p.m. May 25th.

Discussion then turned to all the rain that’s been received the last couple of weeks and flooding that’s taken place east of the Clay County Fairgrounds. City Manager Dean Torreson says they’re looking at several possible options, including constructing a new storm sewer to that area at an estimated cost of three million dollars. Torreson says they’re analyzing what the city’s financial capability would be for that project, along with the possibility of pursuing a congressional appropriation. He says the earliest the city could expect anything from that would be a year from now.
