Milford Council Tables Liquor License Renewal; Discusses TIF, Tax Abatement Programs

November 22, 2014

(Milford)– The Milford city council Monday evening tabled action on a liquor license renewal for Zippers Gentleman’s Club after it was learned the business hadn’t turned in the required insurance paperwork yet.

They took no action on a request from developers of South Shore Estates for city assistance in extending water and sanitary sewer to a newer portion of the development. They’re requesting some sort of financial assistance from the city. Tax abatement has already been granted to a portion of the development. Several councilmen expressed concern over also allowing tax increment financing in that area, saying it could set a precedence. In the past, developers in Milford were always given an option for one or the other–tax increment financing or tax abatement. City Administrator Brian Reed said he’ll meet with an engineer to see exactly how much infrastructure needs to be extended to get a better idea on cost.

On the subject of TIF, the council voted unanimously to revise the city’s Tax Increment Finance rebate policy…extending it by an additional five years, not to exceed the maximum established by the state. Developers will have to make a formal request for an extension with the city.

The council also approved an engineering agreement on the upcoming Highway 71 lighting and sidewalk project at a cost of 90,700-dollars. The engineering will cover the full length of the project from the city’s south side north to 28th street.

The council also accepted the resignation of Don Payne from the board of trustees of Milford Municipal Utilities and approved the appointment of Tom Cooper to fill the vacancy; approved the appointment of Brad Simington to fill a vacancy on the city’s Planning and Zoning Commission; and they voted to pay up to 25-thousand dollars on a project to extend a water main about a thousand feet along 230th Avenue on the city’s east side.
