Dickinson County Supervisors Adopt FY 2013 Budget

(Spirit Lake)– The Dickinson county board of supervisors Tuesday voted unanimously to adopt the county’s budget for the 2013 fiscal year. The vote followed a public hearing that drew no opposition.

The levy for the General Fund was set at $2.45 per thousand dollars of valuation…the same as the current fiscal year. The Rural Services levy was set at $1.84…an increase of three and-a-half cents. The Debt Service levy will increase a little more than 10 cents, to slightly more than 54 cents per thousand dollars of valuation. The Mental Health levy rate will depend on what the Legislature decides to do as it looks at revamping the mental health services structure that’s currently in place.

County officials say a number of positive factors influenced the FY 2013 budget, including a net increase in taxable valuations of slightly more than $109 million along with a $10.7 million boost in valuation due to wind turbine revaluations…among other factors.

Complicating the budget is the fact the 2013 General Fund is budgeted to spend $300,000 more than revenues collected, which will reduce the county’s carryover to 31 percent, which county officials say is still acceptable.

Other negative impacts on the budget include the unincorporated area losing 22.3 million dollars in valuation due to 29 residential dwellings being annexed to the city of Okoboji, along with increases in salaries and health insurance.
