(Wahpeton)– The Wahpeton City Council is re-visiting plans to fund construction of a new $12.5 million water treatment plant entirely by increasing water rates. Council members initially proposed paying for the project strictly through water rates instead of a bond, as most large users, such as church camps and state parks, don’t pay property taxes.
Following some further discussion, the council Monday evening tabled the matter and directed a financial consultant to gather information on funding the project that would also utilize property taxes to lessen the impact on water rates.
