The City Of Spencer Extends Offer For New Finance Director

October 07, 2025

(Spencer)– With two members absent, the Spencer City Council Monday evening voted 5-0 to extend an offer to Barb Smith of Humboldt to become the city’s next Finance Director. Terms call for her to work at the Spencer City Hall three days a week, with the other two days remotely, at a rate of 40 hours a week, five days a week. That did bring up some concerns from councilman Brian Balk…

“Are we going to be providing funds for her to secure her network and what type of security and I T are we going to be having from a remote location? Has legal reviewed the idea that we’re going to allow someone to be that far and does that open us up to anything? Have we had any discussions with our insurance providers and any of the concerns they have related to this request?”

City Manager Kevin Robinson says several city departments already access the city’s computer system remotely, and that the city would provide city-issued equipment and cyber security, but will not pay for internet service.

Human Resources Director Jessica Wright told the council they utilized the E-verification system as part of their vetting process.
