Supervisors Square Off Again Over Lower Gar Outlet

(Spirit Lake)– Citing concern over another potential procedural issue, the Dickinson county board of supervisors Tuesday took no action tor rescind a previous motion made on April 24th, 2007 to install three additional culverts at the Lower Gar outlet. Supervisor Paul Johnson sited the fact the agenda for Tuesday’s meeting didn’t mention anything about the supervisors voting on another option for the outlet. Assistant County Attorney Lonnie Saunders agreed.

A couple of supervisers then expressed concern over rescinding the previous motion without being able to take immediate action on another option.

When it comes to that, it appears the supervisors are just as far from reaching a concensus as ever. While one wants to put in culverts six inches higher than the weir or dam, another suggested new alternatives brought up at meetings last week. They include things such as lowering the grade of 230th avenue, the road that passes over the outlet structure. Other options the supervisors are split on include putting in a bridge. Another supervisor, Pam Jordan, said Tuesday she’s in favor of doing nothing at all.

The discussion came on the heels of last Thursday’s meeting between the supervisors and Milford city council. The council at that time voted to proceed in getting an engineering study done, preferably by the Corps of Engineers, on the proposal to put in additional culverts six inches over the height of the weir, or dam.

One supervisor, Paul Johnson, expressed frustration over a lack of answers by DNR representatives at last Wednesday’s meeting regarding the agency’s interpretation of impediments of water flow.

In another attempt at getting that question answered, the supervisors Tuesday attempted to call representatives of the DNR’s flood control division, but the appropriate spokespersons were out of the office.
