Spencer City Council Further Considers City Manager Qualification Requirements

(Spencer)– The Spencer City Council Monday evening approved the first reading of a proposed revision to city code spelling out qualifications for the City Manager position. The council is considering the change as the city continues its search for someone to fill the position. While the council adopted the first reading, the language is likely to change further in subsequent readings. That’s after councilman Brian Balk expressed concern over the revision that would remove a requirement for a candidate to possess a college degree…

“I don’t believe that was our intent. I thought our intent at the Committee of the Whole meeting was to not eliminate educational requirements but be reasonable and open up pathways to additional applicants. I don’t believe, and it doesn’t seem like it’s practiced through our HR expert to eliminate the degree requirement. Rather, it might be more appropriate to have the addition of language that says Bachelor’s, Masters preferred or equivalent experience. And so my desire would be that we make a change to the resolution that more aligns with what human resources is suggesting.”

The city’s search for a new City Manager has been ongoing over the past couple of months. Kevin Robinson, a former Mayor of Spencer, has been serving in that capacity on an interim basis.
