Spencer City Council Approves Projects That Will Create Additional Heavy Industrial Lots

October 09, 2025

(Spencer)– The Spencer City Council earlier this week approved an agreement with the Iowa Department of Transportation for a couple of paving projects through the Revitalize Iowa’s Sound Economy, or RISE program. $1.19 million of the projected cost will be covered by RISE with the city’s share coming in at $357,000.

City Manager Kevin Robinson says one project will extend a street near QRS, north to 24th Street on the city’s north side…

“What this does is it opens up heavy industry-zoned lots that are owned currently by the fairgrounds to the west of 4th Street. So RISE typically is tied to job growth and specific expandable projects. In this particular case these are re-location oriented, so we’re opening up industrial lots for the potential of disaster impacted businesses to move to newly opened lots. The other location is out in the south technical park, west of town where the spec building, Merrill Company and Johnson Automotive have facilities. It will pay to pave the road north up close to the railroad tracks.”

Robinson says the two projects will create 10 to 12 new heavy industrial zoned lots. He says the West Technical Park project will be a joint venture between the city, Iowa Lakes Electric Cooperative and Cornbelt Power.
