Spencer City Council Adopts Revision To Civil Service Requirements For Hiring Police Officers

January 07, 2025 Steve Schwaller

(Spencer)– The Spencer City Council Monday evening approved a recommendation from the city’s Civil Service Commission as a further measure to address a shortage of officers on the city’s police force. City Manager Kevin Robinson says it removes a requirement from civil service commissions to help expedite the hiring process for law enforcement agencies…

“We noticed that there were other cities around the state of Iowa, because of a change in legislation the state had previously done, it can speed the ability of local municipalities to hire police officers. This is a step towards that. There’s been at least one officer we lost out on the ability to job offer under the current rules due to another agency in our co-op gobbled him up. This allows us to be able to offer early before a list is certified.”

Robinson adds the revised process does not do away with Civil Service Commissions.

It was pointed out that a new incentive package approved by the council recently is having a significant impact. The City’s Human Resources Director told the council Monday evening they’ve seen a significant increase in applicants to vacancies on the police department.
