Milford City Council Discusses Water Quality Commission 28E Agreement

May 29, 2024 Steve Schwaller

(Milford)– The Milford City Council Monday evening discussed a new three-year 28E agreement with the Dickinson County Water Quality Commission, but indicated they want some changes. They directed their city attorney to review it. Other cities, along with the county, have approved the pact.

As we’ve reported previously, the new agreement increases the amount of funding from $200,000 a year to $250,000, with a portion of that being set aside to treat aquatic invasive species.

The revised 28E agreement has been a source of concern with another lakes area city as well. City officials in Okoboji previously expressed concern over the fact that funding for the agreement is based on property valuations. They say it puts an unfair burden on that city. The Okoboji City Council, however, did wind up approving the revised agreement on a 3-2 vote in November of last year.

Milford Mayor Steve Anderson says he would like to see a provision that would set aside some funds for future maintenance or replacement of the fish barrier at the Lower Gar Outlet.
