Former State Employee Who Worked At A NW Iowa Agency Sentenced In Theft Scheme

(Cherokee)– A former administrative assistant at the Iowa Civil Commitment Unit for Sexual Offenders in Cherokee will serve two years of probation and was ordered to pay a little more than $57,000 in restitution for altering the time cards of her husband, who was a part-time employee at the institution. District Judge Carl Petersen sentenced Renae Rapp on Monday.

Rapp pled guilty in September of this year to second-degree theft, a class “D” felony.

An investigation revealed Rapp used her husband’s key fob to make manual adjustments to the payroll system resulting in nearly $62,000 worth of improper disbursements including nearly $53,000 in gross wages paid to Rapp’s husband and nearly $9,000 of related payroll costs. Authorities say the excess pay was electronically deposited into a bank account shared by Rapp and her husband.

The discrepancies were discovered through an investigation by the State Auditor’s Office.
