(Estherville)– The Estherville City Council Monday evening approved an agreement with Spencer-based CMBA to finalize design plans for the Phillips Pavilion and shelter house projects at the site of the former outdoor pool along the West Fork of the Des Moines River. The proposal is not to exceed $42,000. The total project has an estimated cost of $391,000. City Administrator Penny Clayton says most of that is being covered through grants and other sources…
Clayton says they’re scheduled to take the projects out to bid this coming March.
