Estherville City Council Sets Public Hearing On Bids For Wastewater Treatment Plant Upgrades

(Estherville)– Some major upgrades are being planned for Estherville’s wastewater treatment facility. City Administrator Penny Clayton told the city council Monday some new pumps, HVAC equipment, and phosphorous removal equipment would be included as part of the project…

“It’s estimated that this entirety of work is going to cost around $2.4 million, which is significant. We are going to spend approximately $300,000 from the ARPA funds that we have earmarked to wastewater projects, and then we will need to do other borrowing for this. It is going to be sewer revenue bonds so it will just be payable from sewer revenues, and more on that will come. We need to know for sure what the pricing is before we go to bid on the bonds and so we likely will probably set a hearing in advance, probably put a really high number on our proposed bond just so that we’re sure we have capacity there because once you set that hearing date you have to go back and do another one if it exceeds what the estimated cost would be.”

The council Monday evening set November 20th at 5:00 pm as the date and time for a public hearing on bids for the project. Clayton says it’s being driven largely by new environmental regulations.
