In other business, the Estherville City Council reaffirmed action taken by the city’s police chief in declaring a dog vicious, after hearing an appeal from the animal’s owners. The dog had reportedly been involved in five different incidents recently, including at least two that resulted in bite puncture wounds to the victim. The declaration means the dog must be moved outside of Estherville city limits or humanely euthanized. The owners could further appeal the designation to district court if they so choose.
