Dickinson Supervisors Approve Urban Renewal Request For Proposed Housing Development

January 20, 2026

(Spirit Lake)– The Dickinson County Board of Supervisors voted 5-0 this (Tues.) morning to begin the process of designating 80 acres of land just south of the city of Spirit Lake and west of Francis sites as an urban renewal area. A developer plans to construct single family housing on the land, with the first phase on the north 40 acres of the parcel that was recently re-zoned by the county for the proposed project.

The developer, Kevin Johnson, said he was requesting the urban renewal designation to pave the way in the future for a tax increment financing, or TIF rebate request from the county. Johnson told the supervisors the TIF rebate will play a significant role in the project to help build streets and extend utilities to the site. He added individual septic systems will be needed as the site has no access to public sewer, at least as of now.
